Quick answer

An organiser can accept the Carta della cultura giovani and the Carta del merito for tickets by registering as an esercente with a compatible ATECO code, validating the buono on the Ministero della Cultura platform and invoicing it. The 2026 cards are valid until 31 December; the balance must be claimed by 31 March 2027.

An organiser selling tickets in Italy can be paid for some of them with public money: the Carta della cultura giovani and the Carta del merito pay for tickets to concerts, theatre and other live shows. To receive the funds, the promoter registers as an *esercente*, validates each buono and invoices the Ministero della Cultura. The 2026 cards are the last in this format. In 2027, the Bonus Valore Cultura arrives.

What is the Carta della cultura and which tickets does it pay for?

These are two electronic cards of 500 euros each for young people resident in Italy, and they can be combined. They were created by comma 357 of article 1 of Law 234/2021 «al fine di consentire l'acquisto di biglietti per rappresentazioni teatrali e cinematografiche e spettacoli dal vivo» (in order to allow the purchase of tickets for theatre and film performances and live shows), as well as books, recorded music, museums and courses. They are implemented by the Decree of the Ministero della Cultura of 29 December 2023, no. 225, published in Gazzetta Ufficiale no. 12 of 16 January 2024.

The Carta della cultura giovani goes to anyone who turned 18 the previous year, with a household ISEE of up to 35,000 euros. The Carta del merito is for those who finished upper secondary school with 100 out of 100 by the year they turn 19. Article 5, comma 3, of the decree lists what can be bought. Letter a) covers «biglietti per rappresentazioni teatrali e cinematografiche e spettacoli dal vivo» (tickets for theatre and film performances and live shows). Letter f) adds entry tickets to «mostre ed eventi culturali» (exhibitions and cultural events). Comma 4 excludes video games and subscriptions to audiovisual platforms, but not concerts.

The money has a ceiling. Comma 357-bis of the same law sets a limit of 190 million euros a year from 2024. Divided by 500 euros, that ceiling covers 380,000 full cards a year. This is our own calculation based on the legal figure, not usage data published by the Ministero.

When can it be used in 2026?

According to the esercente manual on the official platform, dated January 2026, beneficiaries registered between 31 January and 30 June 2026. The cards can be used from 31 January to 31 December 2026. The dates come from article 5, comma 1, and article 6, comma 1, of DM 225/2023. The latter says the cards are used «entro e non oltre il 31 dicembre dell'anno» (by and no later than 31 December of the year) of registration.

For a promoter, that opens a short, specific window. A concert in November or December 2026 can still be sold with the voucher. So can a spring 2027 tour, as long as the purchase is made before 31 December. The decree sets the deadline for using the card, which is the moment of purchase, not the date of the show. That last point is our reading of the text. If you are relying on it for a large presale, confirm it with the Ministero in writing.

After 31 December, no more buoni can be generated with the 2026 cards. From 2027, comma 545 of Law 199/2025 limits comma 357 to «soggetti che perfezionano i requisiti prescritti entro il 31 dicembre 2025» (persons who meet the prescribed requirements by 31 December 2025). The Bonus Valore Cultura takes over, as explained below.

Who can accept the voucher as an esercente?

A concert hall, a theatre or a live-show promoter, provided they meet the registration requirements. Article 7, comma 1, of DM 225/2023 includes in the official list «le sale cinematografiche, da concerto e teatrali, gli istituti e i luoghi della cultura, i parchi naturali e le altre strutture ove si svolgono eventi culturali o spettacoli dal vivo» (cinemas, concert halls and theatres, cultural institutions and sites, nature parks and other venues that host cultural events or live shows). SOGEI manages that list on behalf of the Ministero.

Comma 4 of the same article sets out what you must declare when registering with SPID or CIE:

  • Registro delle imprese number, partita IVA and company name.
  • An ATECO code «compatibile con i beni e i servizi acquistabili» (compatible with the goods and services that can be purchased).
  • The places where the activity takes place and a PEC address.
  • A commitment to accept the buoni only for permitted purchases.
  • Acceptance of the terms of use and the invoicing specifications.

The 2026 manual adds three practical filters. The system checks that the company's primary ATECO is among those authorised; if not, it blocks access with the message «Accesso non autorizzato» (Access not authorised). The PEC must match the one registered in the Registro delle imprese, or registration stays pending. The ATECO 2025 classification has applied since 1 April 2025, and the manual refers you to cartecultura@pec.cultura.gov.it if registration fails. Once finished, each esercente receives a five-character alphanumeric code for validating buoni.

If you sell through an Italian ticketing company, bear one consequence in mind. Article 8, comma 1, recognises the credit for the registered party «che ha ricevuto il buono di spesa» (that has received the voucher). If your ticketing company accepts the buono, the reimbursement goes to it, and your contract decides when it passes the money on to you. This is our reading of the decree, not a written rule.

How is a buono validated at the box office and in online sales?

The young person generates the buono in their wallet, chooses a category and product, and sets the amount, as the beneficiary manual explains. The buono carries a code, a QR code and a barcode. Concerts have their own category, «CONCERTI», with two products: ticket and pass or card. Festivals also fit under «EVENTI CULTURALI», as tickets to festivals and cultural fairs.

This is where many people trip up. If the buono was generated for a scope and an item that the esercente did not tick on their profile, the platform returns an error. The message is «L'ambito e il bene del buono non coincidono con gli ambiti e i beni trattati dall'esercente» (The buono's scope and item do not match the scopes and items handled by the esercente). Tick every scope that fits your line-up before opening sales.

At a physical box office, validation is done manually on the website: buono code and esercente code. The platform shows the holder and the amount, and the esercente may ask for ID. Article 6, comma 2, of the decree provides for this check: each buono is «individuale e nominativo» (individual and named) and only its holder may spend it. The Consap guidelines for esercenti, dated 31 January 2024, add scanning the QR or barcode.

If tickets are sold online, the 2026 manual is blunt: for an online shop «l'utilizzo delle API è obbligatorio per completare la registrazione» (use of the APIs is mandatory to complete registration). You need to request a certificate, install it and call the web service from your sales system.

Web service operationWhat it doesResult
Check, type 1Queries the buono without consuming itHolder, esercente's partita IVA, scope and amount
Check, type 2Consumes the buono's full amountThe same data, with the balance already deducted

Error 4Amount higher than the buono'sThe sale is not completed

What if the ticket costs more or less than the buono?

If it costs less, you confirm only what the ticket is worth. The Confirm operation accepts an amount lower than the buono's. According to the 2026 manual, the system deducts what was used and credits the unused part back «riaccreditando la parte non utilizzata» (re-crediting the unused part) to the young person's wallet. Nothing needs to be handed back in cash.

If it costs more, the buono does not cover the difference. The platform rejects any amount above the buono's with error 4, and the beneficiary manual limits each buono to the available balance, with a maximum of 500 euros. The practical consequence, and this is our reading, is that your checkout must support mixed payment: buono plus card.

A hypothetical example shows how. A festival pass of 89 euros, paid for by a young person with a 60-euro balance, is charged as a 60-euro buono and 29 euros by card. The Ministero's platform only sees the 60 euros. The invoicing guidelines say that taxation «è regolata all'atto della compravendita tra esercente e cliente» (is settled at the time of sale between esercente and customer), so the entry ticket is issued for the full 89 euros. The voucher works as a means of payment, not as a discount; that last point is our reading.

There is another nuance. Buoni that are generated but not spent do not reduce the balance, under article 6, comma 5, of the decree, and the beneficiary can cancel them. A buono shown in the queue is not money until you validate it with Check type 2 or Confirm.

Can a ticket paid for with the Carta be refunded?

Not in cash, and this clashes with refunds for cancellation. Article 6, comma 7, of DM 225/2023 only allows exchanging the purchase for other items in the permitted categories and within the usage period. It puts it this way: «Non è in ogni caso consentito all'esercente restituire somme in denaro o generare buoni di spesa sostitutivi» (In no case may the esercente return sums of money or issue replacement vouchers).

The problem arises when a concert is cancelled. The general rule in Italy is to refund what was charged, as our guide to refunding tickets in Italy explains. The decree does not settle what happens in that case to the part paid with the voucher. A reasonable reading, ours and not the Ministero's, is to offer another date or another of your shows before 31 December and refund in cash only the part paid by card.

If the cancellation comes in January and the card has already expired, the decree offers no way out. Write to the programme's PEC and keep the reply. Refunding a buono in cash is exactly the «uso difforme» (non-conforming use) that comma 357-quater allows to be penalised.

How do you invoice, and when does the organiser get paid?

Each validated buono generates a credit in favour of the esercente. Article 8 of the decree closes the cycle in three steps. The esercente issues an electronic invoice in line with the platform's guidelines. Consap checks it against the «registro vendite» (sales register) of article 7, comma 5, and pays it.

The format is that of an invoice to the public administration, sent through the Sistema di Interscambio of the Agenzia delle Entrate. The 2026 manual makes this clear: «La sola generazione dei file non è sufficiente per ottenere il pagamento della fattura» (Generating the files alone is not enough to obtain payment of the invoice). The platform generates the XML with the buoni for a given period, which the esercente signs and sends. The manual also warns: «Non è possibile generare fattura per la settimana in corso» (It is not possible to generate an invoice for the current week).

The invoicing and registro vendite guidelines, dated 31 January 2024, provide the tax detail. The documents issued for reimbursement «non hanno rilevanza ai fini fiscali» (have no tax relevance), and the invoices «non sono soggette a IVA né all'imposta di bollo» (are not subject to VAT or stamp duty). The VAT on the ticket is settled on the sale to the buyer; on that, see our guide to selling tickets in Italy with SIAE and the box office. The invoice is addressed to the Ministero della Cultura with the recipient code YD2JNF, and it can be handled through the free Fatture e Corrispettivi portal.

On payment, the same 2024 guidelines allow 30 days from the completion of the registro vendite for all the buoni on the invoice. The Sistema di Interscambio sends the «Decorrenza Termini» (expiry of terms) notification 15 days after the invoice is delivered to Consap. That notification does not mean the invoice has been accepted. Since the document dates from the 2024 edition, check the recipient code in your esercente area before invoicing.

Last day to claim the balance31 March 2027DM 225/2023, art. 8, comma 3

The last row is our own calculation. Article 8, comma 3, gives «novanta giorni dal termine di cui all'articolo 6, comma 1» (ninety days from the deadline in article 6, comma 1), which is 31 December. January adds 31 days, February 2027 adds 28 and March adds 31: 90 in total, up to 31 March. Since Law 199/2025, comma 546 extends the forfeiture of comma 357-sexies to «ogni altro adempimento richiesto per la liquidazione delle fatture» (any other step required for settling invoices). The registro vendite must also be complete within that period, not just the invoice sent.

What penalties does an esercente risk?

Two layers: one administrative and one financial. Comma 357-quater of Law 234/2021 allows the Ministero della Cultura, in cases of misuse, to remove the esercente from the list, refuse payment or recover what was paid. It can also suspend payments as a precautionary measure. Article 9 of the decree requires concrete evidence for this and excludes anonymous and generic complaints.

Comma 357-quinquies adds a fine from the *prefetto*, unless the act is a criminal offence. The range runs from ten to fifty times the amount improperly received, with a minimum of 1,000 euros, plus a suspension of activity of up to 60 days. Comma 358 provides for an agreement with the Guardia di Finanza to cross-check usage data.

The arithmetic shows why the minimum weighs more than the range on cheap tickets. An improper buono of 25 euros would give between 250 and 1,250 euros, but with the legal minimum the fine falls between 1,000 and 1,250 euros. One of 500 euros would give between 5,000 and 25,000 euros. These are our own calculations on the legal text, not published fines.

What changes in 2027 with the Bonus Valore Cultura?

The beneficiary, the card and some of the rules change. Comma 538 of Law 199/2025, the 2026 budget law, provides that «a decorrere dall'anno 2027» (from the year 2027) an electronic voucher called the «Bonus Valore Cultura» is allocated. It goes to those who, from 2026, earn their upper secondary school diploma before the end of the year they turn 19. The text requires neither an ISEE nor a minimum grade.

Under comma 539, the voucher is allocated through the Carta Giovani Nazionale of Law 160/2019. That card is managed by the Dipartimento per le politiche giovanili, and is requested in the App IO, according to the PagoPA technical documentation. The list of purchases repeats the usual one, starting with «biglietti per rappresentazioni teatrali e cinematografiche e spettacoli dal vivo» (tickets for theatre and film performances and live shows). For a concert promoter, the category stays in.

The money goes down a little. Comma 540 sets a limit of 180 million euros a year from 2027, against the 190 million of comma 357-bis: ten million less, or 5.3%. The amount of each voucher is not in the law. It will be set by a ministerial decree that comma 541 requires to be adopted by 30 November 2026. As of 23 October 2026, we have not found it published.

What does not change is the esercente regime. Commi 543 and 544 copy the measures and fines of commi 357-quater and 357-quinquies, and comma 547 keeps the ninety days for invoicing. Comma 549 repeals commi 357-bis to 358 of Law 234/2021 from 1 January 2027. Our reading: registering as an esercente in 2026 does not guarantee registration for the new voucher, because the decree may still change the platform and the procedure.

And Futura Tickets: how much of this does it cover?

It needs to be said clearly. Registering as an esercente, validating the buono and invoicing the Ministero are formalities for the organiser or whoever sells the ticket; no platform replaces them. What you can demand from your ticketing company is what this guide calls for: mixed payment at checkout, a field for the buono code, a connection to the web service and a weekly report of the buoni collected. Futura Tickets is a Spanish ticketing SaaS platform for professional organisers. With Futura Tickets, the attendee database belongs 100% to the organiser: emails and phone numbers are handed over in full, in compliance with the GDPR. If you are comparing options, start with the available ticketing software.

Checklist before accepting the Carta in Italy

Seven checks to make before the first buono arrives.

Check your primary ATECO in the cassetto fiscale. The platform only lets you in with an authorised primary code. If the compatible one is secondary, write to the programme's PEC well in advance.

Use the same PEC as in the Registro delle imprese. If it does not match, registration stays «non ancora conclusa» (not yet completed) and you cannot validate.

Tick every scope that fits. «CONCERTI», «EVENTI CULTURALI» or «TEATRO E DANZA», with ticket and pass. An unticked scope causes error 03 at the till.

If you sell online, connect the web service. Request the certificate when you register and test Check and Confirm before opening sales. Without the API, registration of an online shop cannot be completed.

Design for mixed payment and exchange, not refunds. Buono plus card at checkout, and a written date-change policy for tickets paid for with the voucher.

Invoice every closed week and complete the registro vendite. Payment does not go out without the register, and the forfeiture in Law 199/2025 applies to both steps.

Note down 31 March 2027. It is the last day to claim the balance of the 2026 buoni. And watch for the Bonus Valore Cultura decree, which is due before 30 November.

Conclusion

The Carta della cultura is not a subsidy for the promoter: it is a means of payment with its own formalities. There is a registration with ATECO and PEC filters, a validation that fails if the scope does not match, and a VAT-free invoice that is not paid without the registro vendite. On top of that, the decree prohibits refunding money. Anyone who sets it up in autumn 2026 can sell their winter and spring dates to young people with a balance. They also arrive prepared for the Bonus Valore Cultura, which keeps the same logic with a different card. Everything is in public texts: the Gazzetta Ufficiale, Normattiva and the Ministero della Cultura platform. If you are also selling in Italy for the first time, first review the permits for events in Italy (pubblico spettacolo) and the context of the concert market according to SIAE.

Frequently asked questions

Can a concert promoter accept the Carta della cultura?
Yes. Article 7 of DM 225/2023 includes concert halls and «le altre strutture ove si svolgono eventi culturali o spettacoli dal vivo» (other venues that host cultural events or live shows). You must register at cartegiovani.cultura.gov.it with SPID or CIE, a PEC address registered in the Registro delle imprese and a compatible primary ATECO code. If registration fails, the manual refers you to the programme's PEC.
What is the deadline for invoicing the 2026 buoni?
Article 8, comma 3, of DM 225/2023 allows ninety days from 31 December, the final date for using the cards. For the 2026 cards, the deadline is 31 March 2027. Since Law 199/2025, the deadline covers the invoice and «ogni altro adempimento richiesto per la liquidazione» (any other step required for settlement), including the registro vendite.
Can you refund a ticket paid for with the Carta?
Not in cash. Article 6, comma 7, of DM 225/2023 only allows exchanging it for another item in the permitted categories before 31 December. It prohibits the esercente from «restituire somme in denaro o generare buoni di spesa sostitutivi» (returning sums of money or issuing replacement vouchers). If you cancel a concert, discuss the case with the Ministero before refunding.
Does the invoice to the Ministero include VAT?
No. The platform's invoicing guidelines, from January 2024, say that these invoices «non sono soggette a IVA né all'imposta di bollo» (are not subject to VAT or stamp duty). The VAT on the ticket is settled on the sale to the buyer, together with their entry ticket. The invoice to the Ministero only serves to collect the buono credit.
What is the 2027 Bonus Valore Cultura?
It is the voucher created by Law 199/2025, commi 538 to 549, for anyone who earns their upper secondary school diploma before turning 19. It will be allocated from 2027 through the Carta Giovani Nazionale. It covers the same live-show tickets and has an annual budget of 180 million euros. A decree will set the amount.
